Is This The Start of Rationing?

I had a little bird put in my ear that paint and caulking inventories are starting to be rationed by the big box home improvement and paint stores. That they can't get the raw materials needed to manufacture paint and caulking and that the raw resources they can get are only going to very limited kinds of paint. DISCLAIMER: Not sure if this is true or not, but it will be interesting to watch if this happens and/or if it begins to happen in other sectors of the economy.
